A 4-acre lot on Abbotts Bridge Road would become a seven-home subdivision under a rezoning city staff support. The City Council votes Monday, Nov. 16.

A developer wants to build seven single-family homes on a wooded 4-acre lot at 5700 Abbotts Bridge Road. City staff recommend approval with 12 conditions. The Johns Creek City Council is scheduled to vote Monday, Nov. 16.

The request, land use petition RZ-26-0003, would rezone the land from AG-1, the agricultural district, to R-4, a single-family district. The applicant and owner is Aztec Eagle Properties LLC, based in Peachtree Corners. The details are in the city’s staff report.

The Planning Commission took up the case Wednesday night, according to its Nov. 4 agenda. The commission’s recommendation had not been published when this story was posted. The council makes the final decision.

What is planned

The site is about 300 feet west of Abbotts Walk Drive, on the south side of the road. It now holds one house and an outbuilding. All of it would be demolished, the staff report said.

The site plan, revised Oct. 14, shows:

  • seven lots, the smallest 10,098 square feet
  • one new public street ending in a cul-de-sac
  • a single right-in, right-out entrance on Abbotts Bridge Road
  • a 40-foot landscape strip along Abbotts Bridge Road
  • 0.77 acres of common open space, 19.2% of the site, with a nature path
  • an underground stormwater facility at the south end
  • no building in the 75-foot stream buffer

The applicant’s revised letter of intent said each home would have at least 3,000 square feet of heated space. It put expected home values at about $1 million and up.

How it compares with the neighbors

Seven homes on 4.02 acres works out to 1.74 homes per acre. The city’s comprehensive plan allows up to two per acre for new infill homes in the Medlock area, the staff report said.

The staff report compared the plan with the subdivisions around it:

Neighbor Where Homes per acre Smallest lot
Reynolds Farm North, across the road 0.83 8,000 sq. ft.
AG-1 home Next door, west 1.00 43,650 sq. ft.
Abbotts Walk Next door, east and south 1.50 9,000 sq. ft.
The proposal 5700 Abbotts Bridge Road 1.74 10,098 sq. ft.
Surrey Park West 1.78 18,000 sq. ft.
Abbotts Run East 2.66 9,000 sq. ft.
Estates at Wellington Northwest 2.77 12,000 sq. ft.

Staff called the plan “generally consistent” with the area’s densities and lot sizes.

Traffic and schools

The development would generate about 87 car trips a day, the staff report said. That includes seven in the morning peak hour and eight in the evening peak hour.

Fulton County Schools estimated two to six new students. All three zoned schools are under capacity, the report said:

  • Abbotts Hill Elementary: one to three students
  • Taylor Road Middle: up to one student
  • Chattahoochee High: one or two students

Fulton County confirmed there is enough water and sewer capacity, the report said.

What neighbors asked

The city mailed notices in August to property owners within a quarter mile. About eight residents came to a public participation meeting at City Hall on Sept. 3, the staff report said. They raised:

  • homes backing onto Abbotts Bridge Road
  • overall density
  • stormwater runoff
  • access onto Abbotts Bridge Road and traffic
  • tree preservation

The conditions staff want

The staff report lists 12 conditions. Among them:

  • no more than seven homes
  • exteriors at least 75% brick or stone
  • homes of at least 3,000 square feet of heated space
  • lots of at least 10,000 square feet
  • a fence with 6-foot brick or stone columns along the whole Abbotts Bridge Road frontage
  • no driveway from any lot directly onto Abbotts Bridge Road
  • a stormwater concept plan before any land disturbance permit

The applicant argued the land has no reasonable economic use under its current zoning. City staff disagreed on that point. “The property appears to have a reasonable economic use as currently zoned,” the report said. Staff still recommended approval on the other standards.
